What do the Federal Reserve's figures show?

The Federal Reserve's G.19 release dated November 6, 2026 reports commercial bank credit card plan interest rates in two ways. One is the stated APR averaged across all credit card accounts at reporting banks. The other covers accounts assessed interest, and it is the annualized ratio of total finance charges to the average daily balances on which those charges were assessed, excluding accounts with no finance charges.

What does an average tell you about your own rate?

An average describes the market, not your offer. The rate you see depends on the card, the issuer's criteria and your own credit record, and the FTC says a lower score makes it more likely that you will pay higher interest on the credit you do get. Use the table as a rough reference point when you read an offer: a rate far above the average deserves an explanation, and a rate far below it deserves a check on whether it is promotional and when it ends.

The CFPB says card interest rates are usually stated as a yearly figure, which is what the APR shows. If you plan to pay in full, this page matters less, because on most cards you can avoid interest on purchases by paying the full balance by the due date. If you plan to carry a balance, use your actual expected rate in the cost model, and read how rates can change.
